La polémica que dejó servida el principio de la Semana Santa a cuenta de la dimisión anunciada de Manuel Conthe, actual presidente de la Comisión Nacional del Mercado de Valores, alcanzó un grado político más elevado al intervenir la propia María Teresa Fernández de la Vega, vicepresidenta del gobierno desde Japón. Sin cuestionarnos la capacidad de la vicepresidenta de poner orden en los asuntos económicos del país (ya fijó la tarifa eléctrica para este año electoral), sus declaraciones confirman el cariz político que ha alcanzado la dimisión de Conthe. La primera pregunta es obligada si nos atenemos a lo que se puede denominar derecho comparado, ¿se imaginan ustedes a Bush reconviniendo al presidente de la SEC o a Alan Greenspan o a Ben Bernanke de la Reserva Federal? ¿O incluso que esto mismo lo hiciera un segundo del presidente como Dick Cheney? ¿Se imaginan a Durao Barroso censurando a Jean Claude Trichet?. Semejantes comportamientos solo son posibles en un entorno económico de intervencionismo político, dónde no se delimitan claramente la esfera ejecutiva, legislativa y política y se entiende a Montesquieu de aquella manera.

El presidente de la CNMV debe ir a la Comisión de Economía del Congreso y explicar lo sucedido, así como sus propuestas para mejorar la transparencia en estas operaciones y de los mercados financieros. En este caso, no hay argumento leguleyo, que no sea partidista y por tanto ejecutado prusianamente por comisarios políticos, posibles aspirantes a Ministro, que justifique el obstrucionismo que se está practicando hacia la figura de Conthe y la evitación irracional de su comparecencia en el Congreso. Lo sucedido, es lo suficientemente importante para nuestra economía y para nuestros mercados, que cuánto más claro se explique y en sede parlamentaria, mejor. Su demora lo único que provoca es que se alcance cuanto antes la categoría de escándalo.

Por otra parte, los medios de comunicación más afines al gobierno, y alguno que tenía alguna deuda pendiente que cobrar a Conthe, también están censurando la actuación del presidente de la CNMV, refinando sus ataques que se ubican en el filo de la navaja que va desde cuestionar su ‘honestidad’ pasando por cuestionar su actuación, para finalizar cuestionando su personalidad.

En primer lugar, algunos alinean torticeramente a Conthe con los intereses de E.On, en una ligazón interesada pero absolutamente incierta y afirman “Conthe dimite al fracasar la OPA de E.on”. Los mismos dicen que Conthe busca llevar la independencia hasta sus últimas consecuencias, por lo que está “obsesionado” y, además, estos medios se escandalizan por su actitud. Un regulador de mercados y de sectores tiene que, en un entorno como éste, estar obsesionado por ser independiente y debe llevar la independencia hasta sus últimas consecuencias. Esa es una enseñanza que, en el estado actual de cosas del arco político, va a ser difícil de aprender, cuando todas las operaciones se clasifican como ‘de los nuestros’ o que beneficia a los nuestros’ frente a las del contrario.

Finalmente, hay quien tacha de soberbio y prepotente a Conthe, filtrando declaraciones no confirmadas del vicepresidente Carlos Arenillas (¿o es un presidente ‘in pectore’?), en que afirma que ‘es imposible trabajar con él’. Conthe es un hombre enérgico, carismático para sus colaboradores, sajón en sus comportamientos, claro y taxativo, huye de las componendas y de la complacencia con el ‘caldo gordo’ y la aquiescencia expresa o tácita en la cocina de estas operaciones. Como lo ha retratado ‘El Economista’, un poco Dr. House, honestidad brutal, frente a posiciones menos comprometidas y, posiblemente más complacientes. Quizá es un modelo de personalidad discutible para este puesto y para este estado de cosas, pero de ahí a sugerir perversamente dudas sobre su personalidad, media un abismo.

Hay que concluir que Conthe, debe dimitir una vez que haya dado explicaciones al Congreso y al país, sin que exista menor atisbo de duda. Sólo por su gesto, debería hacer reflexionar sobre el funcionamiento de nuestros mercados y de los órganos de regulación y su relación con la política. Por eso debe ser valorado, por encima de los intereses partidistas, en su justa medida y con la debida atención. Y Solbes, en esta situación se debe plantear salir a cuerpo limpio de una vez, sino quiere ver perdida toda su capacidad de influencia en el nombramiento del sustituto de Conthe.
