Unesa asegura que «no existe una alternativa» a la nuclear y, como Iberdrola, pidió la moratoria solar
Durante su participación en el en el Foro de la Nueva Energía, Montes dijo que la tasa a la nuclear sería equivalente a que Iberia cobrase un precio distinto en función del avión.
«A Iberia no se le exigen tasas diferentes por aviones viejos», afirmó Montes durante un desayuno organizado por el Foro de Nueva Energía, antes de explicar que «las nucleares exigen una inversión continua, al margen de su amortización», mientras que las hidráulicas no solo tienen ese coste, sino que además deben devolverse al Estado en perfecto estado porque son concesiones.
La imposición de una tasa a estas tecnologías se justificó con el argumento de que reciben unos beneficios «caídos del cielo» al disfrutar de un precio de casación en el ‘pool’ eléctrico generalmente superior a su coste.
Aplicar una tasa aludiendo a los «windfall profits» «es igual que si en Iberia dicen que tenemos aviones de treinta años y se le pide que cobre distinto precio por el billete de un avión o de otro», afirmó, antes de asegurar que las instalaciones nucleares e hidráulicas «no están amortizadas» y requieren unos 350 millones al año solo en gastos de mantenimiento.
Las inversiones en estas energías son porque las nucleares requieren controles de seguridad constantes y las hidráulicas hay que dejarlas tal cual se recibieron una vez que concluya la concesión, recordó.
Sobre las nucleares, destacó su eficiencia, con la que logran producir el 21% de la electricidad a partir de un parque instalado del 7,7% de toda la potencia, y aseguró que «la probabilidad de que ocurra un accidente es muy baja», a lo que sumó el hecho de que todas superaron las pruebas de resistencia a las que fueron sometidas tras el accidente nuclear en Japón. «Su ubicación en España no está en lugares sísmicos y «todas están lejos del mar», por lo que no tienen nada que ver con Fukushima», añadió.
Coste «verde»
Con respecto a las energías renovables, el presidente de la asociación coincidió con el Iberdrola, Ignacio Sánchez Galán, al reclamar una moratoria para la energía solar, ya que las primas que reciben tuvieron un peso «esencial» en el déficit de tarifa.
Este desajuste, que se origina cuando los ingresos del sistema eléctrico no son suficientes para cubrir sus costes, se acerca ya a los 24.000 millones de euros acumulados, lo que, según las cifras aportadas por Unesa, supera en un 30% el volumen de la refinanciación de la banca española.
En este sentido, el presidente de la patronal del sector no contempló una quita de la deuda de las eléctricas, que está previsto que no supere los 3.000 millones este año y que desaparezca en 2013.
En su opinión, las primas a las renovables, en especial a la termosolar, una tecnología que calificó como «inmadura», son la «madre de todos los problemas del sector».
Pese a las críticas al sector de las renovables, el presidente de Unesa insistió en apostar por ellas y, en concreto, indicó que la eólica y la solar son «magníficas», pero no son actualmente gestionables porque «cada vez que hay un fallo, que no hay viento o sol» se emplea energía «convencional», y ésta hay que tenerla lista para su distribución.
En este sentido, indicó que es «diferente el grado de madurez» de las renovables en España y el proceso de introducirlas en el mercado energético también se está realizando de manera «diferente».
A su juicio, mientras la eólica se implantó poco a poco desde abajo, con tecnologías y empresas «magníficas», la termosolar, «por desgracia», ha ido por otro camino que ha derivado en la puesta enmarcha de de 4.000 MWh, lo cual, dijo, es un «verdadera barbaridad».
Su crítica respondió a que esta carrera por colocar paneles fotovoltaicos «no ha generado el poso tecnológico que debería haber generado» y está costando dicha implantación un «dineral impresionante» a pesar de su escasa aportación y en un momento de una «importante» crisis económica.
Además, indicó que si se cumple el objetivo previsto por el Ministerio de Industria y se instalan nuevas centrales termosolares, en los próximos años los costes podrían ser bastante más de 2.000 millones, una cifra que «alguien tendrá que pagar». Por ello, sugirió fomentar las renovables de otra manera, por ejemplo con cargo a los presupuestos de I+D+i.
Montes explicó que mientras se está hablado de recapitalizar los bancos y de quitas de deudas nacionales, es «difícil justificar lo que se está pagando en primas» a las renovables. Por ello, apostó por un «desarrollo de todos, sin duda, pero despacio según podamos pagarlo y financiarlo». «Hagamos desembolsos razonables, no barbaridades», destacó.

Montes también criticó la «tentación» de las administraciones públicas de poner impuestos constantes a la actividad eléctrica «por cualquier cosa» y pidió al gobierno que salga de las urnas el 20N que evite estas prácticas. Los impuesto locales y por parte de las comunidades autónomas, con la excusa del cuidado del medio ambiente, «es una barbaridad, además de ser totalmente injustos», afirmó el presidente de Unesa.
Además, señaló que estos impuestos «acaban repercutiendo sobre el consumidor, como es normal», y advirtió de que a menudo los motivos para aplicarlos están «injustificados» y de que la base imponible varía de un lugar a otro y se aplica en función de criterios tan dispares como la superficie de la planta, el número de líneas eléctricas o la potencia instalada.
Preguntado por el futuro del coche eléctrico, Montes indicó que auguró un «futuro muy importante» al coche híbrido, pero agregó que éste se enfrenta a «dificultades enormes en la red de distribución».
