Por tanto, parece que el gradualismo de presentación del nuevo gobierno sigue su curso y no sabemos cuál será el nivel de avance en que nos encontremos hoy tras el discurso programático del candidato in péctore. Mientras, se conserva el secreto mejor guardado, que es la composición del nuevo Gabinete, aunque parece que empieza a cerrarse el círculo de nombres gracias a una boda y no sabemos el alcance de las sorpresas que puede tener preparadas Rajoy. Parece ser que los nominados lo sabrán mañana por la tarde.
En el ámbito energético también tenemos que estar atentos a sus palabras y a qué pistas nos da la organización del Ejecutivo en lo que se referencia a las áreas económicas, incluyendo la vinculación con Industria. Y, al mismo tiempo, sería razonable dar señales relativas a la patata caliente, casi ardiendo, que circula de mano en mano, es decir la revisión de la tarifa eléctrica y el problema del déficit tarifario, aportando indicios más o menos evidentes de la política a seguir.
Por tanto, y siguiendo con el misterio, caben preguntas que podríamos intentar contestarnos mañana tras interpretar sus palabras de hoy: ¿conoceremos si el nuevo Ejecutivo es consciente del problema del déficit tarifario, su origen y su alcance? ¿Nos servirá este debate para observar la conciencia que tiene el líder del Partido Popular del problema del déficit tarifario y todas sus derivaciones y consecuencias financieras y de estabilidad regulatoria? ¿Podremos comprobar que la comprensión del problema es global en términos de costes regulados (primas, pago y amortización del déficit aplazado, transporte, distribución, etc…) así como de subida de la tarifa, más que de exprimir el mercado mayorista para hacerle hueco a las decisiones administrativas o a sistemas basados en la intervención?
¿Nos servirá para conocer la voluntad inquebrantable del nuevo presidente respecto a cuestiones como el mix renovable y el cumplimento de las obligaciones internacionales en esta materia (calendario, costes, reclamación termosolar-constructiva…) e, incluso, la superación de las mismas como establece el Plan de Energías Renovables, cuya expresión supone otra importante sobrecarga para el precio de la electricidad?
¿Anunciará la demolición de la Comisión Nacional de Energía o se referirá a la reclamación del Partido Nacionalista Vasco de que el organismo sea trasladado a Bilbao antes de julio? (¿Atenderá así a los temores de la consejera Zenarruzabeitia a volar o es por la huelga de pilotos?). ¿O, simplemente, nos informará de que se empleará a fondo en el proceso de deconstrucción de la CNE para su abducción controlada en un órgano que todo lo regule y en el que no se ponga el sol? Todas ellas son cuestiones que no sabemos hoy en qué medida serán desveladas o si conforme se vayan desgranando en su discurso podrán saltar a los teletipos.
Y, para culminar el escenario misterioso, a fecha de hoy, además, nos encontramos sin propuesta de Orden Ministerial para la revisión tarifaria del primer trimestre de 2012, en la medida que Industria no ha remitido la misma a la Comisión Nacional de Energía, tal y como anunciaba el pasado viernes el diario Cinco Días.
¿Habrá indicios de lo que contiene ese Real Decreto Ley que se está cociendo en el nuevo equipo económico del también nuevo Gobierno? ¿Afectará a la energía o a la tarifa eléctrica?

más caras de Europa, y las quintas más elevadas para consumidores
industriales.
La solución a este problema, uno de los más complejos que hereda el
próximo Gobierno no puede ser simplista. Es evidente que no se puede
aplicar una subida de tarifas que recaiga íntegramente sobre los
consumidores y que siga castigando la competitividad de la economía
española, por las malas decisiones regulatorias. Más aún cuando el objetivo
final es la liberalización del sector, algo que no es posible acometer sin la
solución definitiva del déficit tarifario.
Si no se emprenden reformas, el desequilibrio será insostenible y los
incrementos de precios y tarifas colocarían a España en la situación de
mayor desventaja en costes energéticos de todo el mundo desarrollado.
Tendremos, pues, que aplicar una política basada en frenar y reducir los
costes medios del sistema, en la que se tomen las decisiones sin
demagogia, utilizando todas las tecnologías disponibles, sin excepciones, y
se regule teniendo como objetivo primordial la competitividad de nuestra
economía.»
