Montes pide una moratoria solar hasta el año 2013 y sustituir por eólica los proyectos paralizados
Montes justificó esta medida aludiendo a la escasa madurez de las tecnologías solares, a la contribución que a su juicio hacen al déficit de tarifa y al riesgo de que la termoeléctrica acabe conviertiéndose en una «mochila» tan pesada como la fotovoltaica.
El presidente de la patronal señaló que el Plan de Energías Renovables (PER) aprobado recientemente por el Ejecutivo les «preocupa mucho» porque no se ajusta a la realidad económica que vive el país y apuesta por unas energías todavía inmaduras. De hecho, criticó el aumento de primas a las renovables que contiene dicho plan porque repercute en un incremento del déficit. El PER es un plan que podría, dijo, aplicarse en un tiempo de expansión económica y no cuando se están realizando recortes en todas las partidas.
En este sentido, dijo que el PER hasta 2020 hace previsiones de aumento de demanda del 2,4% anual que no se ajustan al contexto económico real, en el que los incrementos hasta 2020 podrían rondar el 1%.
A su juicio, debía plantearse un plan «conservador» y «acorde» a la situación de los mercados y de la situación de estas energías (eólica, fotovoltaica y termosolar) que se encuentran en una fase de desarrollo.
Montes aseguró que esta moratoria ahorrará al sistema eléctrico 8.300 millones de euros en primas hasta 2020. Para ello, consideró necesario paralizar los 2.500 megavatios (MW) de termosolar ya inscritos en el prerregistro de asignación, así como los cerca de 1.500 MW que se adjudiquen de fotovoltaica entre 2013.
El coste anual de los 2.500 MW de termosolar, calculó, es de 2.000 millones al año, a razón de 290 euros por megavatio hora (MWh) de prima, frente a los 30 euros por MWh de la eólica. Cada megavatio que se deje de instalar debería ser sustituido por 1,4 megavatios eólicos para producir la misma electricidad a un coste nueve veces inferior.
«En situación gravísima como la actual, con recortes en temas vitales, ¿cómo es posible que aquí no aceptemos una moratoria y se apueste por primar tecnologías que aun no están en calidad para competir?», se preguntó Montes, antes de ser preguntado acerca de los efectos sobre el empleo de esta medida y del coste de las indemnizaciones a los proyectos solares ya reconocidos en los prerregistros.
El presidente de la patronal eléctrica dijo desconocer si habrá que pagar indemnizaciones y, en alusión al empleo, señaló que «hay que generarlo de otra manera». «Nosotros creamos casi 60.000 empleos fijos y 400.000 asociados, así que creo que este no es planteamiento», afirmó en alusión a las tecnologías convencionales.
Montes precisó que con esta moratoria no desea proponer otros objetivos de potencia instalada solar hasta 2020 diferentes a los del PER, que en el caso de la termosolar rondan los 4.200 MW y en el de la fotovoltaica, los 7.250 MW.
Más bien, la patronal abogó por «reevaluar los objetivos a la vista de los resultados de la realización de un balance económico que incorpore las consecuencias económicas y técnicas del mismo sobre el conjunto del sistema eléctrico y sobre la economía nacional».
Lo necesario, señaló Montes, es «un PER conservador y acorde con la situación», en el que se apueste por las tecnologías maduras» y no se caiga en el mismo follón de la fotovoltaica» ni «se vuelva a generar una bola enorme».
Además, abogó por un objetivo final de renovables del 20%, y no del 20,8% aprobado en el PER, ya que esta reducción de apenas 0,8 puntos ahorrará, según la patronal eléctrica, entre 2.500 y 3.000 millones de euros.
