Luis Atienza considera que dividir las actividades de transportista y operador de REE en sociedades distintas no tiene ninguna ventaja
Durante un desayuno informativo en las Tertulias de Economía, organizado por el Foro Aragonex, Atienza indicó que el modelo español «ha sido imitado» en el exterior y «no hay un solo caso en el que, habiéndose conseguido un transportista y un operador independinte del sistema (TSO) haya decidido separar estas actividades, que desde un punto de vista funcional tienen que ir juntas», señaló.
En este sentido, añadió que estas competencias «requieren coordinación en tiempo real entre el operador de la red», y más aun con el desarrollo de las renovables, de modo que esta separación no es conveniente, añadió.
Además, reconoció que separar estas actividades, un punto criticado también por la Comisión Nacional de Energía (CNE), puede ser incluso contrario a la directiva europea.
Asimimo, Atienza consideró que los precios de la luz deben dar «señales de escasez» para animar a los usuarios a explotar «el mayor yacimiento energético de un país muy dependiente, que es el ahorro».
El presidente de REE defendió que «los países que han avanzado más en eficiencia energética son los que mantuvieron precios altos cuando se produjo la caída de los precios del petróleo a finales de los noventa».
Para Atienza, el Gobierno ya ha hecho «un esfuerzo» al aplicar un incremento del 9,8% en la Tarifa de Último Recurso (TUR) de la luz en enero, y ahora debe decidir «cuál es el ritmo de reducción del déficit de tarifa». «Los costes del mix hay que pagarlos en un momento u otro», advirtió.
Pese a negarse a valorar la política tarifaria del Ejecutivo, Atienza sí se mostró de acuerdo con la nueva fórmula supervalle para el coche eléctrico, ya que «interesa estimular que la recarga se produzca en horas valle» y es «positivo» que haya «señales económicas que incentiven consumos lo más inteligentes posible».
Por otro lado, consideró «deseable» que los partidos políticos alcancen un «consenso básico» acerca de la política energética y calificó de «absurda» la construcción de nuevas centrales nucleares. Se trata de un «debate extemporáneo y completamente alejado de la realidad de un sistema eléctrico en el que no hay una demanda de base y cuyas instalaciones se ven obligadas a funcionar solo 3.000 horas al año», afirmó.
Atienza reiteró su postura acerca de las nucleares. Pese a rechazar la construcción de más plantas, también es «partidario de no plantear nuevos debates de cierre» y de agotar la vida útil de las instalaciones «todo lo que sea posible desde el punto de vista de las condiciones de seguridad».
Además, consideró que el cierre de las nucleares en Alemania «puede ser una oportunidad» para la generación eléctrica española si se desarrollan suficientemente las interconexiones y el país es capaz de exportar su excedente al centro de Europa.
El presidente de REE reclamó un mayor esfuerzo en redes eléctricas para alcanzar los objetivos de renovables del nuevo plan para el periodo 2011-2020. «El mix futuro será más demandante de transporte de electricidad que el convencional», advirtió.
El parque eléctrico evoluciona, según dijo, hacia un modelo en el que exista «mucha potencia instalada y poca producción», y en el que las renovables obliguen a pagar potencia alternativa de respaldo y a asumir un «sobrecoste».
En este sentido, enfatizó la importancia de las interconexiones eléctricas y adelantó que «en las próximas semanas» comenzarán los trabajos de la nueva línea con Francia. «Para gestionar un sistema con un 40% de renovables, son necesarios 6.000 megavatios (MW) de interconexión con Francia», afirmó.
Asimismo, el presidente de REE aseguró que la red eléctrica dispone este verano de las mejores condiciones en «muchísimos años» para afrontar una temporada estival sin apagones.
«Tenemos un verano confortable, con un sistema eléctrico con margen de cobertura y una demanda muy plana desde el punto de vista de la actividad económica», afirmó.
«En estos momentos no tenemos ni de lejos ningún problema de cobertura, ni siquiera en situaciones extremas de ola de calor, y tampoco hay problemas locales relevantes, de modo que tenemos una situación tranquila», continuó.
«Eso no quiere decir que, en una actividad con miles y miles de kilómetros de redes a la intemperie, no puedan suceder muchas cosas, pero tenemos una situación bastante confortable, la más confortable desde hace muchísimos años«, añadió.
