La Cumbre del Clima de Durban (Sudáfrica) arranca sin expectativas de alcanzar un acuerdo vinculante
La secretaria de Estado de Cambio Climático del Ministerio de Medio Ambiente y Medio Rural y Marino (MARM), Teresa Ribera, opinó, por ejemplo, que este acuerdo debe llegar «cuanto antes, mejor», pero situó esta posibilidad dentro de unos tres años. Es decir, consideró que el tratado podría estar «listo y firmado» en 2015 con el objetivo de que esté plenamente operativo a más tardar en 2020.
A su juicio, lo justo es que todos los países se sujeten a las mismas reglas aunque los objetivos sean distintos. Además, consideró «inadmisible» esperar a que el grupo de expertos de cambio climático de la ONU (IPCC) emita su quinto informe en 2015 porque en 2010 se emitieron 30 gigatoneladas de emisiones de CO2, es decir, casi las 32 gigatons que se deberán emitir en 2020.
«No es ni moral, ni económicamente tolerable dejarlo hasta 2015», apostilló Ribera que ha indicado que, aunque «probablemente» no habrá acuerdo en la cita de Durban, se necesita y se puede seguir avanzando en distintos ámbitos.
Protocolo de Kioto
Concretamente, indicó que la cuestión «más relevante» en Sudáfrica será «indudablemente» la posible adopción de un segundo periodo de los compromisos del Protocolo de Kioto, pero esto, conllevará avances en la definición de compromisos de reducción de emisiones y las reglas por que se regirá, sobre todo en ámbitos como los mecanismos de flexibilidad, de gases fluorados, de sectores y en las reglas de contabilidad forestal.
«La COP necesita seguir avanzando, desarrollar y aplicar las medidas de Cancún, como el Fondo Verde, sobre el que el se realizó un trabajo «muy importante»; el comité de adaptación, el comité de transferencia de tecnología o los avances en el Programa Redd +», añadió Ribera en una reunión con periodistas.
En este contexto, reconoció que hay «dos grandes temas» que la comunidad internacional no fue capaz de responder en Cancún y que le parecen que será el gran debate. En primer lugar, se tratará, precisamente de cómo evolucionará el sistema jurídico internacional, porque la Unión Europea está dispuesta a ratificarlo, pero si el resto de países se comprometen.
Así, precisó que Canadá, Japón o Rusia dijeron que no lo van a ratificar, por lo que, en su opinión, no es aceptable que se exija este compromiso a la Unión Europea.
Por ello, lo más recomendable sería que hubiera un Mandato Internacional para crear un Protocolo marco antes de 2020 en el que todos los países asumieran compromisos ya que este es un periodo de transición.
«No se puede exigir que la Unión Europea haga algo y que se le diga que con eso es suficiente hasta 2015», dijo Teresa Ribera que insistió en que «todos» los países tienen que acabar retratados en una hoja común porque «no parece razonable» tratar de imponer un resultado desequilibrado.
Asimismo, instó a que los países emergentes pongan cifras a su limitación del incremento de las emisiones lo antes posible, pero que el acuerdo sea aplicable, a más tardar en 2020.
En este contexto, advirtió de que este asunto «hay que abordarlo ya» porque el cambio climático supone «una transformación brutal del sistema económico y hay que hacerlo a tiempo».
Por otro lado, indicó que existe una gran diferencia entre el objetivo que se persigue y los compromisos adquiridos porque con la suma de todos, la comunidad internacional se quedaría en un incremento de la temperatura de 3,5 grados centígrados mientras que en Cancún (México) el año pasado se comprometió a no superar los 2 grados centígrados.
Pocas esperanzas en Durban
«Parece difícil pensar que en Durban vaya a haber nuevos números (cifras de reducción de emisiones). A pesar de los avances, estos siguen siendo insuficientes y hace que sigamos estando en zona de riesgo», lamentó.
Teresa Ribera explicó que España, en línea con la Unión Europea, defiende que la continuidad del Protocolo de Kioto no sea un escollo en la cumbre de Durban sino que debe utilizarse como «llave maestra» para asegurar un acuerdo «equilibrado» que aborde todas las cuestiones sustanciales y con fórmulas ambiciosas que sirvan de trampolín para construir un régimen climático global.
A este respecto, comentó que en los años del Gobierno socialista, España se caracterizó por presionar a la Unión Europea para ir más rápido pero siempre se respetó la posición de la Unión Europea y reconoció que no hay margen real para desmarcarse.
Durante la Cumbre del Clima de Durban, la posición de España está aún por definir, ya que a nivel nacional se vive la transición del Gobierno en funciones al equipo con responsabilidad de gobernar, por lo que aún no hay una posición, –que se acordará en una reunión a principios de la próxima semana– ni composición final de la delegación española que irá a Sudáfrica.
Esta cuestión es importante, en su opinión, porque la postura de España debe ser clara y Ribera aseguró que el equipo del gobierno saliente no quiere que haya «malosentendidos» durante la transición del Gobierno. Hasta la fecha está confirmada la presencia en Durban de la directora de la Oficina Española de Cambio Climático del MARM, Alicia Montalvo, mientras que la ministra de Medio Ambiente, señaló esta semana que «ella no debe ir» a esta cita internacional, a pesar de que España preside este año el Programa Mundial de Medio Ambiente de la ONU (PNUMA).
Greenpeace pide la inclusión de potencias emergentes
Asimismo, la responsable de la campaña de cambio climático de Greenpeace, Aida Vila, pidió para la cumbre del Clima de las Naciones Unidas la inclusión de la potencias emergentes como China, India o Brasil en un nuevo periodo de compromiso que amplie el protocolo de Kioto para frenar el cambio climático a nivel planetario.
En declaraciones a Radio Nacional, Vila insistió en que paralelamente a este compromiso se debe trabajar con una agenda «muy clara» que se apruebe este año para alcanzar este «acuerdo global» en materia de cambio climático.
En ese sentido, explicó que después de Copenhague (donde se celebró la Conferencia sobre el cambio climático en 2009) las partes saben que el cambio climático es «una realidad incuestionable» a la que hay que poner freno cuanto antes, por lo que los temas de negociación están más centrados y hay «consenso» sobre la necesidad de alcanzar un marco global que amplie el protocolo de Kioto y que se firme «no más tarde de 2015».
Vila subrayó también la necesidad de hacer frente a este problema que «crece rápidamente» porque los últimos informes de los científicos de Naciones Unidas certifican un récord de emisiones en 2010 relacionadas con el impacto climático. Así, pidió a los gobiernos que se pongan «manos a la obra, dejen de guiñar el ojo a la industria de los combustibles fósiles y apuesten por el clima y la economía de todos».
WWF pide que Durban vaya más allá de las intenciones políticas
Por su parte, la organización ecologista WWF aseguró que las negociaciones sobre cambio climático que comienzan en Durban «ofrecen una oportunidad única para que los líderes del mundo vayan más allá de las intenciones políticas y construyan los cimientos de un acuerdo climático global ambicioso».
Según informa WWF, la organización lanzó una inicicativa «online» para pedir a sus activistas que exijan a los gobiernos presentes en Durban una continuidad del Protocolo de Kioto y un acuerdo climático global vinculante.
Para WWF, las negociaciones sobre cambio climático «están en una encrucijada y los gobiernos tienen mucho trabajo por delante en Durban si quieren que el mundo crea que están abordando seriamente el peligroso cambio climático».
Samantha Smith, responsable de la iniciativa global sobre cambio climático y energía de WWF, declaró que este fenómeno «es una amenaza global que vuelve irrelevantes las fronteras y las políticas y requiere una respuesta unida de los gobiernos de todo el mundo».
Según Smith, «el empeoramiento de los desastres naturales provocado por el cambio climático que se observa en la actualidad llenará las páginas de los libros de historia con una narración de ambiciones fallidas, miopía y una falta de valentía de los líderes mundiales para abordar esta amenaza». «Los gobiernos necesitan reescribir la historia y tienen que empezar haciéndolo en Durban», recalcó.
