La CNE abre una consulta pública sobre los mecanismos de pago por la potencia eléctrica de reserva
En noviembre del año pasado, el Gobierno anterior aprobó la orden ministerial ITC/3127/2011en la que se recogía el nuevo servicio de disponibilidad de potencia eléctrica a partir de pagos por capacidad y en la que se emplazaba al Ministerio de Industria, Energía y Turismo a aprobar un nuevo mecanismo para regular este sistema para las instalaciones de generación eléctrica.
La CNE consideró conveniente la realización de una consulta pública para que los agentes generadores y los consumidores puedan dar su opinión sobre la forma de proveer al sistema eléctrico del servicio de potencia firme en un horizonte de medio y de largo plazo.
El servicio de pagos por capacidad tiene un coste previsto para 2012 de 842 millones de euros, de los que 191 millones corresponden al pago por disponibilidad y otros 651 millones de euros al incentivo a la inversión.
La CNE se preguntó en primer lugar si este servicio se debería proveer mediante un único producto o si, por el contrario, sería conveniente una diferenciación en dos, como ocurre en la actualidad, para que uno asegure una capacidad instalada suficiente en el largo plazo, y otro una cierta disponibilidad de potencia en el medio plazo y en momentos de mayor demanda, así como diferenciar entre un incentivo a la inversión y un pago por disponibilidad.
También se solicitaron opiniones sobre los sujetos que podrían proveer estos servicios, los mecanismos (mediante un sistema de subastas o mediante pagos regulados, como hasta ahora) y criterios para su adjudicación y fijación del precio del producto, y se preguntó por las obligaciones que adquieren los sujetos adjudicatarios y por el periodo de compromiso.
El organismo regulatorio también preguntó a los agentes del sector acerca de las penalizaciones que habría que imponer en el caso en que no se facilite el servicio comprometido, y finalmente, sobre cómo determinar la demanda del servicio.
Agentes y consumidores tendrán de plazo hasta el 21 de junio de 2012 para hacer llegar sus propuestas. Las respuestas recibidas se harán públicas, salvo que se indique lo contrario, antes de plantear su propuesta para estos pagos.
