Industria mejora su propuesta de la ley eólica para reforzar las garantías de la rentabilidad y la financiación
Fuentes del Ministerio de Industria indicaron que la nueva propuesta «ofrece una rentabilidad suficiente» que se sitúa por encima del 8%, según corrobora el informe de la propia CNE, y eleva la previsibilidad al tiempo que reduce la posible volatilidad.
La propuesta responde a las voces que planteaban la excesiva variabilidad de la prima de año en año y aludían a las dificultades de financiación de los proyectos.
En el nuevo borrador se plantea una elevación del nivel de renta mínima anual, o suelo, de 55 a 60 euros por megavatio hora (MWh) para todas las horas de producción, «de forma que se mejora muy sustancialmente la financiabilidad de los proyectos por parte de los bancos, y por tanto su viabilidad», indicaron las fuentes.
Además, habrá una extensión del nivel de renta mínima anual desde doce a veinte años, lo que mejorará las condiciones de financiación. «Según lo hablado con las entidades financieras, esta modificación, junto con la anterior, permitiría un incremento sustancial de los porcentajes máximos de financiación de los proyectos«, señalaron.
Junto a esto, se incluyó una modificación de la fórmula de revisión anual de la prima, de forma que se limita la variación de la prima, dando lugar a ajustes más suaves y progresivos, lo que reducirá su volatilidad y, por tanto, la posible incertidumbre asociada a la propuesta original.
Tras mantener un diálogo con el sector durante los últimos meses, Industria había propuesto a finales de septiembre a la CNE una nueva regulación eólica para su aplicación a partir de enero de 2013.
De esta forma, atendía a una de las peticiones del sector eólico, que solicitaba la aprobación de un nuevo marco en 2011 que diera certidumbre para los proyectos que se pusieran en marcha a partir de 2013, dado que el periodo de maduración de un parque eólico es de en torno a 18 meses.
El marco propuesto supone asimismo una solución adecuada para cumplir los objetivos de renovables en 2020, de forma ordenada a través de la senda establecida en la propuesta de nuevo Plan de Energías Renovables 2011-2020 que será aprobado próximamente, consistente en la instalación anual de 1.400 megavatios (MW) anuales entre 2013 y 2020.
La propuesta anterior de Industria establecía el cobro de una prima de 20 euros por MWh durante las primeras 1.500 horas anuales de funcionamiento, como complemento al precio de mercado, durante doce años.
Por otra parte y al objeto de facilitar la financiación de los proyectos, se aseguraba durante doce años una retribución mínima anual de 55 euros por MWh, de forma que se garantiza la atención de los compromisos de deuda del proyecto.
Esta propuesta, señaló Industria, ofrece a las empresas una rentabilidad esperada que equivale a tarifas en toda la vida útil del proyecto que están por encima de las últimas referencias internacionales.
