ICV pregunta al Gobierno si subirá el recibo de la luz en 2012 una media del 15%, como pide Unesa
Según informó El País el pasado 12 de diciembre, Unesa reclamó al Ejecutivo en funciones que eleve en 2012 un 30% los peajes de la luz, que recogen los costes regulados del sistema eléctrico y suponen la mitad del precio de la tarifa, para evitar que durante el próximo ejercicio se produzca un déficit de tarifa de 5.270 millones de euros, esto es, 3.770 millones de euros más que el tope legal de 1.500 millones de euros que recoge el RD 6/2009.
La diputada ecosocialsita reprochó a Unesa que haya apuntado a las energías renovables como una de las causas de este déficit, «olvidando los beneficios sobrevenidos de las centrales hidroeléctricas y termonucleares, fruto de una pésima regulación del sistema».
Por este motivo, Ortiz también quiere saber si el Ejecutivo tiene prevista alguna modificación del marco regulatorio del sector eléctrico excluyendo las instalaciones de producción hidroeléctricas y nucleares del «pool», para que pasen a regirse por un mecanismo que tenga en cuenta los costes en que realmente incurren.
Asimismo, quiere saber si el Gobierno modificará la Ley del sector eléctrico para que lo que se pague a los productores de energía nuclear e hidroeléctrica dependa de sus costes de producción y no supere este precio, como ocurre actualmente.
«Es una aberración que ni PP ni PSOE hayan querido abordar un cambio de regulación cuando es un elemento fundamental para ampliar las energías renovables y para reducir los costes de la producción energética», remachó Ortiz.
Por otra parte, en relación al acuerdo de mínimos alcanzado en la Cumbre del Cambio Climático de Durban de la semana pasada y en el que se logró un acuerdo global vinculante contra el clima en 2015 y la constitución de un segundo periodo de cumplimiento del Protocolo de Kioto, Ortiz quiere preguntar al Gobierno sobre el retraso en la aplicación de medidas para la reducción de emisiones para frenar el la descarbonización progresiva de la sociedad.
El objetivo de las preguntas es saber si España ocupó un papel «decisivo» en la toma de decisiones en esta cita, así como los objetivos de reducción de emisiones que prevé emprender el nuevo Gobierno o cuáles serán sus prioridades en la lucha contra el cambio climático.
En este sentido, inquirió al Gobierno sobre cuáles son sus prioridades en la lucha contra el cambio climático y si está de acuerdo en aplicar tasas sobre el transporte marítimo y aéreo o sobre las transacciones financieras para dotar al Fondo Verde para el Clima, aunque sin que se acuerde o garantice ningún tipo de financiación pública posterior a 2012.
Igualmente, se pregunta si el Gobierno cree que «una vez más los intereses del sector de combustibles fósiles y de la industria más contaminante» marcaron la agenda del cambio climático».
La facultad de formular preguntas al Ejecutivo para su respuesta por escrito es una de las reconocidas individualmente a los diputados, que teóricamente deberían recibir respuesta del Gobierno como máximo en los 40 días siguientes a su publicación.
En este caso, las preguntas del parlamentaria de ICV van dirigidas a un Gobierno aún no conformado, puesto que la investidura de Mariano Rajoy no se votará hasta el próximo martes y hasta entonces no podrá designar a los ministros de su Gabinete.
