Los firmantes consideraron que la norma, aún no aprobada, supone un «nuevo paso en el proceso de frenar el desarrollo de las renovables» y «hace inviable la puesta en marcha de nuevos parques eólicos a partir de 2013».

Además, consideraron que la aplicación del real decreto que prepara el Ministerio de Industria «tendrá una consecuencia de carácter irreversible como es la destrucción del tejido industrial que se ha creado en los últimos años, siendo uno de los pocos casos en el que las empresas españolas son un referente mundial en un sector tecnológico de futuro».

La regulación provocará además, en su opinión, el «cierre directo de esa industria con deslocalizaciones, cierres de pequeñas y medianas empresas y con la pérdida de 15.000 empleos».

Por este motivo, calificaron la futura legislación de «nuevo error en una política energética errática, vacía de objetivos y sin rumbo que ha marcado esta legislatura».

«Solo la defensa de los intereses de las tecnologías convencionales justifica el parón al desarrollo de las energías renovables, pues los problemas estructurales que las hacen imprescindibles en nuestro ‘mix’ energético son todavía hoy más acuciantes», afirmaron.

Estos problemas a los que aludió el manifiesto incluyeron las emisiones de CO2 y la dependencia energética, que desaconsejan al país «frenar» o «retroceder» en el desarrollo de las renovables. El país, señalaron, «debe renovar el compromiso con unas tecnologías que han demostrado su eficacia en hacer frente a estos retos y aportar además muy valiosos retornos socioeconómicos».

Por su parte, la Asociación de Promotores y Productores de Energías Renovables de Andalucía (APREAN) consideró que el nuevo marco de regulación de la energía eólica propuesto por el Gobierno supone un riesgo para la inversión multimillonaria -de unos 2.000 millones de euros- que está prevista en Andalucía.

Según la asociación, el Real Decreto enviado por el Ministerio de Industria a la Comisión Nacional de la Energía (CNE) para establecer un nuevo marco de regulación «no garantiza la rentabilidad mínima razonable para poner en marcha las inversiones contempladas».

Esto ocurriría tanto en el concurso de 500 megavatios eólicos adjudicados por la Junta de Andalucía en 2009 como en los 1.000 megavatios eólicos convocados por la administración andaluza en nuevo concurso el pasado agosto.

APREAN estimó que la normativa presentada por el Ministerio pone en peligro esta inversión de 2.000 millones de euros en un horizonte de dos años, «con lo que ello implica en cuanto a pérdida de generación de riqueza y de empleo, directo e indirecto, sobre todo en zonas rurales desfavorecidas».

Además, la asociación consideró que afectaría incluso a la viabilidad de gran parte del tejido empresarial que se dedica a este sector y que paralizaría el desarrollo «que hasta la fecha le ha hecho ostentar una posición de liderazgo a nivel nacional e internacional por capacidad, conocimiento e innovación».
