El aumento esperado de la capacidad instalada por parte de otras tecnologías de generación de electricidad, señaló, hará posible un «horizonte de cierre gradual de las centrales nucleares, al finalizar su vida útil de 40 años, o antes si los exámenes técnicos detectan circunstancias que hagan aconsejable su cierre anticipado».
«Desde 2013 a 2028 el parque nuclear español dejará de estar en servicio», aseguró el borrador del programa, antes de precisar que, dentro del calendario de cierre, «las autorizaciones de prórrogas se harán por un periodo acorde con la antigüedad de la planta para asegurar que se adecuan continuamente a las exigencias de seguridad».
Junto a esto, el PSOE elaborará un Libro Blanco sobre Energía que aborde el conjunto del sector y analice los retos del país, así como las alternativas y los planteamientos estratégicos para lograr un futuro más sostenible.
El programa también instaurará el «derecho ciudadano a la generación energética», de modo que cualquier persona pueda convertirse en productor de electricidad y se tenga garantizada la conexión a la red de transporte para poder vender los excedentes no autoconsumidos. De esta forma, se promoverá la «democratización de la energía y el cambio progresivo hacia un modelo de generación distribuida».
El PSOE quiere impedir que se facture por estimación el consumo eléctrico
Dentro del capítulo de medidas de protección al consumidor, el PSOE abogó por una mayor transparencia en el sistema de facturación del consumo eléctrico en el que se impida la facturación por estimación, para que los recibos reflejen cada mes el gasto real de los usuarios. En la actualidad, las compañías emiten el recibo cada mes, si bien la lectura no tiene por qué tener esa frecuencia y el importe final se calcula sobre estimaciones.
Además, el PSOE se comprometió a dotar «de mayor transparencia al sector energético, especialmente el eléctrico, en relación a la repercusión final para los consumidores de manera que estos dispongan de información clara y precisa, tanto en los contratos como en los recibos».
El PSOE impulsará la aprobación de la Ley de Servicios de Atención al Cliente para mejorar los derechos de los consumidores. Entre las medidas propuestas, figura la obligación de contar con un servicio de atención telefónica personalizado y gratuito para atender quejas y reclamaciones.
En este ámbito, el PSOE pretende prohibir el uso de números de tarifación adicional como medio de comunicación con los clientes.
Según el resumen del programa, el tiempo máximo de espera de los clientes cuando llamen a los servicios de atención telefónica no deberá superar el minuto en el 90% de las ocasiones. Además, las empresas deberán resolver las quejas y reclamaciones en el plazo de un mes.
El PSOE piensa poner en marcha un plan Nacional de Apoyo al Sistema Arbitral que fomente el uso del arbitraje para resolver los conflictos entre consumidores y empresas.
Por otro lado, el Partido Socialista incluirá en su programa electoral la aprobación de una Ley de Cambio Climático, que fue una de las recomendaciones con las que la comisión mixta del Congreso para el Estudio del Cambio Climático cerró su trabajo el pasado 20 de septiembre con los votos favorables de PSOE, CiU e IU y el rechazo del Partido Popular.
