El Gobierno aprueba un plan para ahorrar un 20% de energía en 2020
Este límite es coherente con el objetivo comunitario de mejora de la eficiencia energética acordado por el Consejo Europeo el 17 de junio de 2010 e incorporado por la propia Comisión Europea a la reciente propuesta de directiva sobre eficiencia energética, actualmente en tramitación.
El nuevo Plan de Acción considera prioritarias las medidas propuestas para los sectores difusos: «Transporte» (33% de ahorro), y la «Edificación y el Equipamiento» (15,6%). Además, en «Industria» se espera un ahorro del 14% y en «Agricultura y Pesca», un 4,7%.
La senda prevista es una reducción anual del 2% en los consumos de energía final por unidad de producto entre 2010 y 2020.
De esta forma, el objetivo de ahorro del 20% sobre el consumo de 2020 supondrá 35,6 millones de toneladas equivalentes de petróleo, y durante el periodo de aplicación del plan un ahorro acumulado de más de 950 millones de barriles.
Según el Ejecutivo, el plan aprobado supondrá «beneficios económicos importantes» porque traerá reducciones de las importaciones de combustibles fósiles, disminuciones de las emisiones de CO2 asociadas a su combustión, y porque generará creación de empleo y estímulo de la actividad económica.
Según los cálculos del ministerio de Industria, el Plan de Acción permitirá movilizar una inversión de 45.985 millones de euros y supondrá unos ahorros de 78.687 millones de euros, lo que supone un beneficio neto de 32.702 millones de euros.
El nuevo documento también incluyó el balance de los planes anteriores de eficiencia energética hasta 2010 y que permitieron adelantar el cumplimiento del objetivo del 9% de ahorro de energía primaria sobre 2007.
El Gobierno añadió que los ahorros alcanzados en el periodo 2004-2010 se acercaron a los 450 millones de barriles de petróleo, cantidad equivalente al 62% del consumo energético final de España en 2010.
Por otro lado, se destacó que los indicadores de intensidad final y primaria, el consumo de energía por unidad de PIB, también tuvieron buena evolución.
Industria detalló que el indicador de intensidad final se redujo de media un 1,9% anual entre 2004 y 2010; y el de intensidad primaria lo hizo en un 2,5% anual, por encima de los objetivos fijados.
