El gas natural y la bombona de butano suben un 5,7 % desde julio
En el caso del gas natural, la subida supondrá un incremento del 5,69%, que se traducirá en un aumento de 2,37 euros al mes para un usuario medio, o de 28,4 euros más al año, y será superior para los hogares en los que el gas se utilice para calefacción, además de para cocina y el calentamiento de agua.
La Tarifa de Último Recurso 1 (TUR 1) registrará un incremento del 4,61%, lo que supone una subida de 0,68 euros al mes para el consumidor medio. Esta tarifa corresponde a consumos de menos de 5.000 kilovatios hora (kWh), propios de viviendas en las que el gas se utiliza para cocina y agua caliente.
En el caso de la TUR 2, de más de 5.000 kWh al año y habitual en hogares de gas para calefacción, la subida será superior, del 5,95%, o de una media de 2,78 euros al mes.
La subida de julio del gas natural se suma a la del 4,1% aplicada en abril (lo que representó un incremento medio mensual de 1,44 euros), mientras que en enero, las tarifas reguladas del gas subieron un 3,9 % de media, situando en el 9,5% el encarecimiento de este producto en lo que va de año.
Al igual que en la electricidad, la estructura de precios del gas está determinada por el valor de los peajes de acceso destinados a financiar las infraestructuras y por el coste de la energía, que se determina mediante una fórmula que emplea los precios obtenidos en las subastas de gas y las cotizaciones internacionales del crudo Brent y de los mercados de futuros del gas.
En la revisión de julio, la subida se debe al encarecimiento de la materia prima. Industria mantuvo los peajes del gas, que recogen los costes regulados, pero el precio del gas subió un 13,65%.
En la actualidad, hay unos 7,3 millones de clientes susceptibles de acogerse a la TUR de gas, de los que 3 millones ya lo hacen –1,8 millones están en la TUR 1 y 1,2 millones en la TUR 2–, mientras que 4,3 millones tienen un contrato en el mercado libre. No obstante, los precios de la subasta de gas marcan también las ofertas que se hacen en el mercado libre.
Paralelamente, el precio después de impuestos de la bombona media de butano, de 12,5 kilogramos, se situará en julio en 14,8 euros, lo que supone un incremento del 5,7%, o de 80 céntimos, con respecto a los 14 euros del trimestre anterior.
Con esta subida, la bombona acumula un encarecimiento del 12,2% con respecto a enero, después de haber registrado un incremento del 6% en la anterior revisión trimestral.
En su resolución de revisión de precios, Industria indicó que el precio máximo de venta antes de impuestos de los gases licuados del petróleo envasados en recipientes de entre 8 y 20 kilogramos se situará en 100,365 céntimos por kilogramo.
La subida del butano, que en el conjunto de 2010 fue del 16,6%, afectará a los entre 8 y 10 millones de usuarios que hay en España de este producto, cuyo precio revisa trimestralmente el ministerio de Industria mediante una fórmula que recoge las cotizaciones internacionales del propano y del butano.
Los butaneros consideran insuficiente la subida del butano
Por su parte, la subida del 5,7% en el precio del butano sigue siendo insuficiente para la Asociación de Operadores de Gases Licuados del Petróleo (AOGLP) porque «aun siendo considerable, mantiene el precio final de esta materia prima por debajo de los costes reales y prolonga la situación de venta a pérdidas que viene sufriendo el sector desde hace 19 años».
Según señaló esta organización, la fórmula actual de fijación de precios ya generó un déficit de tarifa acumulado cercano a los 550 millones de euros.
Solamente durante los primeros cinco meses del 2011, los operadores registraron pérdidas superiores a los 68 millones de euros, cifra que según previsiones crecerá a un ritmo medio diario de 500.000 euros y que se incrementará a medida que sube el precio de las materias primas. Actualmente, por cada bombona de butano que vende en España un operador de gas licuado pierde cerca de tres euros.
La regulación del precio del GLP envasado «coloca a las empresas que operan en España en una situación de precariedad económica en relación a los países de su entorno». En Portugal, la botella de butano es un 60% más cara que en España (21 euros frente a los 14 euros de España) mientras en Francia el coste de la bombona se duplica con relación al español, añadió la AOGLP. De hecho, «cada vez son más frecuentes las compras de butano español por parte de consumidores portugueses y franceses que cruzan ex profeso la frontera», añadió.
Esta organización interpuso un recurso ante el Tribunal Supremo contra la reglamentación gubernamental que determina el precio del butano, así como una denuncia ante la Unión Europea contra el Reino de España por incumplimiento de las normas en materia de libertad de establecimiento (artículo 49 del Tratado de Funcionamiento de la Unión Europea, «TFUE»).
Según señaló José Luis Blanco, director general de AOGLP, la asociación continúa atenta a las posibles valoraciones que sobre el tema realicen tanto el Tribunal Supremo como la Unión Europea». Mientras tanto «se mantiene la voluntad de colaborar con las distintas instituciones en la búsqueda de soluciones y consenso para llegar a acuerdos en pro de los consumidores y que protejan los intereses de todos los actores del sector».
También recordó que «este sector es fundamental para la sociedad española, ya que suministra energía a más de ocho millones de hogares y mantiene cerca de nueve mil empleos directos e indirectos».
Asimismo, la Unión de Consumidores de España (UCE) manifestó su más absoluto rechazo a la decisión del Ejecutivo de incrementar los precios del gas y el butano, cuya repercusión sobre las economías domésticas va a ser «catastrófica».
«El aumento en el precio del gas, y del butano nos parece absolutamente fuera de lugar«, más aún cuando la subida representa casi el doble de la inflación.
Del mismo modo, quiso puntualizar que los usuarios de butano suelen ser, en su mayoría, familias de bajo poder adquisitivo o personas mayores con pocos ingresos, «por lo que este incremento se ceba, una vez más, con los ciudadanos más afectados por la crisis».
