La realidad del sector energético, como la de tantos sectores económicos, tiene siempre un número importante de frentes abiertos relativos a cuestiones sobre las empresas, su regulación y su supervisión. Cuestiones, además, que se sitúan en un escenario muy ambiguo para el regulador energético: recién nombrado un nuevo consejo con tintes de clara interinidad, todavía en fase de toma de contacto, momento post veraniego y pre electoral. En ese ambiguo espacio temporal se precipitan los acontecimientos para la CNE, su presidente y su nuevo consejo de administración. De hecho, y aunque así lo establece la Ley de Economía Sostenible, a dos meses vista, todavía quedan dos currícula (Marina Serrano y Joan Batalla) sin incorporar en la lista de consejeros de la web del organismo y los huecos en su estructura organizativa y posibles nuevos cambios dejan la duda de la estabilidad de su conformación actual.
Dadas las expectativas electorales que se aprecian en todas las encuestas, la remoción de la actual conformación de la CNE parece cada vez más evidente tras las próximos comicios y el desastre del proceso negociador de la renovación del organismo. Las admoniciones del Partido Popular surtieron efecto y el nuevo consejo ha quedado conformado con un nivel técnico, económico, regulatorio y político que genera las dudas de si es carne o es pescado, o es una tortilla francesa.
Pero los acontecimientos se suceden y hay cuestiones que le tocará resolver a este Consejo de transición. Los deberes polémicos y dónde se van a poner todos los ojos en el organismo regulador se acumulan. El asunto de la sindicación y ampliación de la participación de Sacyr y Pemex en Repsol es mucho más complejo de lo previsto inicialmente y sus reverberaciones son más amplías en lo político, empresarial y económico (y, por cierto, despachado inicialmente con unas primeras declaraciones de una frivolidad preocupante).

Todas estas cuestiones conforman un panorama poco tranquilizador para el nuevo presidente del organismo y su equipo que necesita más finura (finezza) que la que han delatado sus primeras actuaciones.
No obstante, y volviendo a la supuesta la naturaleza, política, técnica, jurídica, regulatoria económica o sectorial del nuevo consejo, o ninguna de las anteriores, se debería tener cuidado con determinadas afirmaciones, siempre a poner en cuarentena. Por ejemplo, se ha tachado desde la prensa económica a este nuevo consejo de “político” en relación al asunto Repsol por la presencia de Joan Batalla (catalán) e Idoia Zenarruzabeitia (vasca, ex Vicepresidenta del Gobierno Vasco, con responsabilidades en el PNV), apuntando la posible vinculación política con el presidente de Petronor Josu Jon Imaz, anterior presidente de esta formación. Este nuevo consejo, tampoco queda fuera del ejercicio de colocar lastres y condicionamientos a la dinámica del consejo de administración por motivos de los más variopintos.
La verdad es que políticas y filiaciones hay muchas en un sector donde, probablemente, encontrar independientes es complicado y será difícil identificar a alguien para que dispare la primera piedra, sin doblarle el brazo previamente.
