Las emisiones del déficit tarifario se amplían un año más debido a la coyuntura anómala del mercado
El FADE disponía de un año, hasta el pasado 7 de julio, para titulizar en los mercados 13.694 millones de euros de la deuda eléctrica, de los que hasta la fecha solo logró colocar 7.000 millones a través de cuatro emisiones.
En un suplemento al folleto informativo de la titulización, el FADE explicó que la semana pasada la Comisión Interministerial encargada del seguimiento de las emisiones constató «circunstancias excepcionales en el mercado que justifican que el fondo no haya podido adquirir la totalidad de los derechos de cobro del déficit tarifario».
Por este motivo, y como adelantó el secretario de Estado de Energía, Fabrizio Hernández, el FADE solicitó a las eléctricas una ampliación en sus cesiones de derecho de cobro del déficit de tarifa, y estas respondieron afirmativamente.
El artículo 5 del real decreto 437/0210, donde se regulan estas emisiones, indicó que el FADE debe adquirir de las eléctricas, para su posterior colocación en los mercados, los derechos de cobro del déficit, salvo que concurran «supuestos excepcionales en los mercados».
En los últimos meses, indicó el FADE, se vivió un «periodo de turbulencias en los mercados financieros» que ha evolucionado hacia una «marcada volatilidad y aversión al riesgo» que impidió la colocación de todos los derechos de cobro, «a pesar del buen desempeño de las emisiones».
«Dicha volatidad y aversión al riesgo se explican por la situación de excepcionalidad que viene viviendo la eurozona desde la segunda mitad de 2010 como consecuencia de las tensiones que algunos miembros periféricos de la eurozona vienen experimentando«, afirmó.
Esta tensiones, continuó, «se manifestaron en un deterioro de las condiciones de financiación de todos los soberanos de la eurozona que no pertenecen a la denominada área central«.
