Esta norma que firma la presidenta del Consejo de Seguridad Nuclear, Carmen Martínez, y que entrará en vigor dentro de seis meses, debe ser conocida por «todo el personal con responsabilidades directas o indirectas» en su aplicación. «En particular, el personal de operación de la sala de control deberá conocer en profundidad las ETF, sus bases técnicas asociadas y su significado para la seguridad de la instalación», establece la misma.
