El informe recordó que la directiva europea de promoción de las energías renovables establece una serie de objetivos vinculantes para cada país miembro en el horizonte 2020, entre los que se encuentra la reducción y simplificación de los procedimientos administrativos.
Además, citó como principales barreras administrativas los trámites relacionados con los procedimientos de autorización, los estándares técnicos de conexión a red, la conexión y la capacidad y el acceso a las redes.
