La CNE suspende cautelarmente las primas a otras 200 plantas fotovoltaicas y ya suman 1.282
Con esta decisión, el regulador energético suspendió en total los pagos a 1.282 instalaciones fotovoltaicas, que representan el 24% de las que se han analizado hasta el momento, que suman una potencia de 141,76 megavatios (MW) y que, a partir de ahora, pasarán a cobrar únicamente los precios de mercado.
Una suspensión que tiene un carácter cautelar, a expensas de lo que determine el Ministerio de Industria, Turismo y Comercio, una vez analizadas las alegaciones que presenten los afectados ante la Dirección General de Política Energética y Minas.
En cumplimiento con la normativa, la CNE requirió a 9.041 instalaciones fotovoltaicas información sobre facturas, certificados de obra o referencias catastrales con el fin de que acreditaran la instalación de los equipos necesarios para la producción de energía eléctrica a 30 de septiembre de 2008.
De estas 9.041 instalaciones, 840 renunciaron a cobrar la tarifa de 47,5 céntimos el Kwh que establecía el Real Decreto 661/2007, y pasaron a percibir 32,6 céntimos el Kwh, de acuerdo con el Real Decreto 1578/2008.
Por su parte, de las 8.201 instalaciones restantes, la Comisión Nacional de Energía analizó hasta la fecha 6.038 plantas, de las que 1.282 no acreditaron su cumplimiento al no aportar la documentación que se les reclamaba.
La falta de acreditación de estas instalaciones se debe, en 881 casos, a la no aportación de la documentación requerida sobre facturas, albaranes y documentos de aduana.
En el resto de las instalaciones, este dictámen se produce por la no aportación de los documentos relacionados con el certificado de instalador y de final de obra.
Estas instalaciones representan el 2,36% de las que se incluyeron en la última liquidación que realizó la CNE, y suponen, por otro lado, un 3,73% de la potencia fotovoltaica liquidada en el mes de mayo, que ascendió a 3.799 MW.
El pasado 30 de julio, el Gobierno aprobó un real decreto en el que se establece que las instalaciones fotovoltaicas inscritas de forma irregular en el régimen especial tendrán que devolver las primas recibidas hasta ahora, serán expulsadas del sistema de subvenciones y se enfrentarán a sanciones administrativas y penales.
Durante su reunión, la CNE aprobó además el plan de acción (2011-2014) para la Región Suroeste de Electricidad, que busca una mayor capacidad de interconexión entre la Península Ibérica y Europa Central, e implantar mecanismos más eficientes para la asignación de capacidad.
