La CNE aprueba una excepción territorial en el mecanismo que fomenta el uso de biocarburantes
En concreto, en este proyecto de Orden Ministerial se propone, por un lado, la reducción para estos años de los objetivos globales e individuales de biocarburantes en gasolina para los sujetos obligados con ventas o consumos en Canarias y en Ceuta y Melilla y, por otro, la eliminación del porcentaje máximo de los objetivos individuales de biocarburantes que se puede cumplir mediante la realización de pagos compensatorios.
Así, el regulador energético consideró justificada la inclusión de una excepción específica para estos territorios para ambos objetivos con arreglo a las circunstancias diferenciales técnicas y económicas que existen en dicho ámbito territorial para la incorporación de bioetanol y bioETBE en las gasolinas y que se han traducido en una mayor dificultad de cumplimiento de los objetivos en 2009 y, sobre todo, en 2010, para los sujetos con ventas en ese ámbito territorial.
En cuanto al valor concreto en que deberían quedar fijados estos objetivos, la CNE propuso unos valores que cumplen el criterio de aumento progresivo propuesto por el Ministerio de Industria, coherente con el carácter excepcional de la medida propuesta, e integran también información actualizada correspondiente al último ejercicio cerrado en el sistema de certificación (2010).
De esta forma, los objetivos de biocarburantes en gasolina quedarían fijados para 2011, 2012 y 2013 en el 3%, 3,4% y 3,8% y los objetivos globales en el 4,7%, 5,5% y 5,7%, respectivamente.
En cuanto al porcentaje máximo del 30% de los objetivos individuales que se puede cumplir mediante la realización de pagos compensatorios, y con el objeto de eliminar posibles barreras de entrada, la CNE propuso, en lugar de su eliminación, la exclusión de su aplicación para los sujetos obligados de menor tamaño y por tanto con mayores dificultades teóricas de cumplimiento de los objetivos mediante la acreditación de la titularidad de certificados.
Asimismo, fijó un umbral del 0,5% del volumen anual de ventas o consumos de cada categoría de carburantes de automoción por debajo del cual los sujetos obligados podrían emplear, sin límites, el mecanismo de flexibilidad de los pagos compensatorios.
El organismo presidido por Alberto Lafuente consideró también necesaria la modificación de las vigentes fórmulas de cálculo de exceso de certificados a efectos de la liquidación del fondo de pagos compensatorios.
Interconexión de gas España-Francia
Por otro lado, se realizó la supervisión del procedimiento de asignación coordinada de capacidad de interconexión de gas natural entre España y Francia para el periodo comprendido entre el 1 de abril de 2012 y el 31 de marzo de 2013.
La capacidad ofertada era de aproximadamente 4,5 GWh/día en sentido Francia-España durante los doce meses del periodo, y de 10 GWh/día en los siete meses de verano (abril-octubre) en el sentido España-Francia, reduciéndose en este sentido a 6 GWh/día en invierno (noviembre-marzo).
En el sentido Francia-España se recibieron solicitudes por encima de cinco veces la capacidad ofertada y en consecuencia se asignaron los 4,5 GWh/día ofertados. En cuanto a la capacidad en sentido España-Francia no se recibieron solicitudes, por lo que toda la capacidad ofertada para la exportación de gas a Francia queda libre para su contratación posterior.
