Energía, Cambio climático y agua serán, tras el 20-N, los retos verdes para la próxima legislatura
Estas son las conclusiones del debate político celebrado en Madrid y que organizó el Colegio de Geólogos con representantes del Partido Popular, Partido Socialista, Izquierda Unida y UPyD.
El PP, representado en la mesa por la candidata a diputada y portavoz de cambio climático Teresa de Lara, defendió las políticas ambientales dentro de un «plan estructural de eficiencia energética» que deberán fijarse como objetivo fundamental la lucha contra el desempleo y la mitigación del cambio climático, prioridad absoluta del Partido Popular de cara a las próximas generales.
La representante popular señaló que su partido «apoyará a la industria de las energías renovables, especialmente cuando se encaminen a generar empleo».
Asimismo, De Lara se mostró favorable a un ‘mix’ energético donde tenga cabida la energía nuclear, a la espera que el Partido Popular presente su programa electoral el próximo 31 de octubre. La portavoz de Cambio Climático del PP añadió que las energías renovables «necesitan de una energía de respaldo» y comentó que España es «el estado europeo más dependiente energéticamente», siendo un 77% la energía exportada y un 23%, la autóctona.
De Lara, aseguró que hace falta un «marco regulatorio estable», que dé seguridad al sector y evité casos como la «burbuja fotovoltaica» donde, según apuntó, el Gobierno «no coordinó las competencias de las comunidades autónomas».
Asimismo, criticó las medidas «improvisadas y demagógicas como repartir bombillas de bajo consumo o las pegatinas de 110Km/h», del Gobierno.
Por lo que respecta a la legislación hidráulica, la portavoz del PP señaló que lo prioritario «es la aprobación de los planes hidrológicos de cuenca donde deben verse las necesidades de cada una de las ellas».
Precisamente, referente al agua, Hugo Morán, secretario federal de medioambiente del PSOE, destacó la necesidad de que el próximo Gobierno apruebe una Ley del Agua «que considere la política de preservación de los recursos naturales por encima de las políticas de infraestructura».
Morán, que consideró que la gran reforma estructural pendiente en España es hoy en día la reforma energética, también se mostró favorable a la urgente aprobación de una Ley de Cambio Climático, que quedó pendiente a lo largo de la actual legislatura.
El representante socialista propuso una «fiscalidad verde» porque «los impuestos necesitan incorporar el factor medioambiental». En este sentido, indicó que esta fiscalidad debe ser «transversal» y aplicarse a todos los ámbitos. No obstante, el PSOE plantea aplicar tasas a dos tecnologías de generación de energía como son la gran hidráulica y la nuclear, aunque para Morán la gran bolsa de ingresos de la política ambiental es «el ahorro y la eficiencia energética».
«El cambio climático es el factor que más va a influir en la toma de decisiones políticas en temas ambientales, y por eso es necesario basar toda la estrategia de lucha contra la crisis en una estrategia de lucha contra el cambio climático«, señaló Morán en la sede del Colegio de Geólogos de Madrid.
Asimismo, Morán, señaló que no se puede «cerrar los ojos a los riesgos no deseables» que la energía nuclear produce en la población. En esa línea, aludió al accidente nuclear de Fukushima en Japón que, a su juicio, supuso al país «una segunda crisis financiera» y calificó de «error estratégico» no medir los riesgos de las nucleares. Para Morán, «España debería prescindir de la energía nuclear de aquí a 2028».
Mientras tanto, Izquierda Unida y UPyD se mostraron favorables a la vuelta de las competencias ambientales al Estado.
La candidata al Congreso por Madrid por UPyD, Yolanda Sánchez, reclamó la competencia exclusiva del Estado en cuestión del Medio Ambiente, de ordenación del territorio y del agua «para evitar los efectos negativos en el paisaje que estamos viviendo hoy en día».
Para Sánchez, «el medioambiente no es una cuestión ni de derechas ni de izquierdas, es una cuestión de sentido común y de sensatez», y por eso cree necesario elaborar un Plan Energético Nacional a medio plazo donde todas las energías «sean susceptibles de estar presentes en él».
«Somos partidarios del mantenimiento de la energía nuclear instalada y también de que se cree un debate social para informar a los ciudadanos sobre los beneficios y riesgos de este tipo de energía», afirmó la representante del grupo de medioambiente y energía de UPyD. Además, apuntó que el emplazamiento del ATC «debe decidirse ya».
José Luis Ordóñez, coordinador federal del área de medioambiente de Izquierda Unida, se mostró favorable a la petición de UPyD asegurando que es «fundamental la gestión pública de los recursos naturales estratégicos evitando que éstos se conviertan en mercancía».
Ordoñez dijo, ademá,s que el cierre de las nucleares es «un paso previo y necesario» a la designación de un Almacén Temporal Centralizado (ATC).
