En un comunicado, compañías como Acciona, Vestas, Alstom, Gamesa, Siemens o General Electric, entre otras, pusieron de manifiesto las «nefastas» consecuencias que tendrá un vacío regulatorio en la industria eólica, así como la compleja situación que atraviesan en el mercado nacional por la caída de la demanda.
El borrador de normativa para el sector eólico elaborado por Industria contempla, entre otras medidas, un recorte de la retribución que recibirán los parques eólicos que se pongan en funcionamiento a partir de 2013 del 40% respecto a las primas actuales, según la Asociación Empresarial Eólica (AEE).
Por ello, pidieron al departamento que dirige Miguel Sebastián que reconsidere su postura y modifique el borrador -que se envió a la Comisión Nacional de la Energía (CNE) sin un consenso previo con el sector- para evitar que se paralice en este momento la industria porque se necesitarán años para poder reactivarla y recuperar el empleo.
Asimismo, solicitaron al Ministerio que ponga fin al vacío regulatorio y que instaure un marco normativo que garantice la rentabilidad razonable de los parques eólicos y permita dar continuidad a una industria a la que califican como estratégica.
Entre las críticas al modelo planteado por Industria, está la inclusión de un sistema de primas variables en el tiempo, que supondrá que si un año el sector superase el cupo previsto, la prima se rebajaría automáticamente para todos los parques construidos bajo la nueva normativa.
Junto a esto, se limita de 20 a 12 años el cobro de las primas, que sólo recibirán las primeras 1.500 horas de funcionamiento anual de cada instalación.
De acuerdo con la propuesta de Industria, la retribución estimada para el periodo (2013-2020) supondrá un sobrecoste total de 800 millones para el sistema eléctrico.
