El sector de la biomasa pide un 25% más de prima para poder invertir 3.000 millones de euros hasta 2020
Las previsiones del Gobierno, recogida en el Plan de Energías Renovables (PER) 2011-2020, pasan por que, en diez años, la biomasa sólida cuente con 1.350 MW, frente a los 533 MW actuales; algo que equivaldría a un aumento de unos 81,7 MW/año.
En cuanto al biogás, el objetivo se fija en 400 MW para esa fecha, desde los 177 MW actuales, de tal modo que se instalarían unos 22 MW/año.
Según datos de Manuel García Pardo, presidente de la sección de Biomasa de la Asociación de Productores de Energías Renovables (APPA), comparativamente respecto al conjunto del mix eléctrico renovable establecido, las biomasas (biomasa y biogás para producción eléctrica) supusieron un «testimonial» 2,75% del mix energético, por lo que APPA Biomasa pedirá un aumento en el peso previsto de esta fuente sobre el consumo final de electricidad en 2020.
Por eso, este sector pidió que se mejoren sus condiciones y que tanto en el PER 2011-2020 como a nivel normativo se implementen mejoras que permitan su desarrollo y demandó al Gobierno aprobar la mejora de la retribución lo antes posible, incluso junto a la nueva normativa eólica.
En concreto, esta industria busca un aumento de la retribución que actualmente recibe, de tal modo que la actividad sea rentable y sea posible su expansión, no sólo vinculada a otras industrias (como la maderera y la papelera), sino también de forma independiente.
En concreto, el sector quiere un aumento de su prima (de 140 euros por megavatio) del 25% en el horizonte 2013. Esto supondría un aumento de las subvenciones a la biomasa de 170 millones de euros al año pero, según sus estimaciones, produciría ahorros de hasta 400 millones de euros al año (en el mercado de emisiones, creación de empleo, pago de impuestos asociados, etcétera).
De este modo, urgieron a la aprobación de este aumento de la retribución teniendo en cuenta que el tiempo medio de puesta en marcha de una planta de biomasa es de dos años y que la inversión asociada oscila entre los 2,5 y los 3,5 millones de euros, de media.
García Pardo consideró que la biomasa es una tecnología que ha estado infrautilizada en España cuando se caracteriza por generar empleo y dar salida a los residuos» procedentes de explotaciones forestales, ganaderas o de vertederos.
Por cada megavatio de biomasa, aseguró, se crean diez empleos, por encima del resto de las tecnologías, al tiempo que se consigue una electricidad autóctona y fácilmente gestionable. Pese a ello, la biomasa en España «está muy por debajo del potencial europeo (menos de un 2%)», advirtió García Pardo. Más aún si se tiene en cuenta que en otros países, como Alemania, es la segunda tecnología renovable más implantada.
El sector esgrimió, asimismo, los importantes beneficios sociales que conlleva el desarrollo de esta energía, autogestionable (es decir, no intermitente) y generadora de empleo en el medio rural.
A juicio de APPA Biomasa, esta fuente energética «no puede situarse en el cajón de sastre de las energías renovables, compartiendo grupo con tecnologías noveles». A su entender, los objetivos marcados por el Gobierno implican la desaparición de la biomasa.
Por ello, pidieron que el objetivo para la biomasa sólida ascienda a 2.146 MW, para el biogás a 400 MW y en forsu (residuos sólidos urbanos) a 234 MW.
