Bruselas quiere obligar a España a subir el precio del gasóleo al menos 8 céntimos por litro de aquí a 2018
El Ejecutivo comunitario acaba de presentar una norma cuyo objetivo es que el nivel de impuestos aplicable a los carburantes para coches y combustible para calefacción se base por primera vez en sus emisiones, además de en su contenido energético, para penalizar así a los más contaminantes y contribuir a la lucha contra el cambio climático, al tiempo que se actualiza el sistema actual que favorece a los combustibles fósiles frente a las renovables, en especial al carbón.
«Es absurdo», resumió el presidente de la Comisión Europea, José Manuel Durao Barroso, al referirse a la situación actual en la que se tasa el trabajo y, no en la misma medida, la energía contaminante.
El mayor impacto de esta propuesta se dejará sentir en el precio del gasóleo y de la gasolina. En la actualidad, en España y en la mayoría de países de la Unión Europea, el gasóleo se grava a un tipo inferior por litro que la gasolina, pese a su mayor contenido en energía y emisiones de CO2. El resultado es que, aunque el precio del diesel (antes de impuestos) es más alto que el de la gasolina, esta relación se invierte en las estaciones de servicio debido al sistema fiscal.
Para acabar con esta distorsión, Bruselas propone aumentar casi un 25% el nivel mínimo de impuestos sobre el gasóleo, de 330 a 412 euros por cada mil litros. En España, los impuestos especiales sobre el gasóleo se sitúan en 331 euros por cada mil litros, justo por encima del mínimo europeo, por lo que deberán subir 8 céntimos por litro para alcanzar el nuevo umbral.
En todo caso, la Comisión prevé un largo periodo transitorio, hasta el 2018, para dar tiempo a los consumidores y las empresas a adaptarse. «Se trata de 8 céntimos por litro. Pero desde hoy damos siete años para alcanzar el nuevo mínimo, lo que significa un céntimo al año. Creo que es una cantidad muy insignificante», ha dicho el comisario de Fiscalidad, Algirdas Sementa.
En contraste, el nivel mínimo de impuestos especiales para la gasolina se mantendrá estable en 359 euros, aunque su umbral es de 424 euros por cada mil litros.
Además, Bruselas quiere suprimir las ventajas fiscales que algunos Estados miembros aplican al gasóleo profesional para transportistas y equipararlo al gasóleo normal. Esta distinción, sostiene el Ejecutivo comunitario, «no es compatible con la exigencia de mejorar la eficiencia energética y la necesidad de hacer frente al creciente impacto medioambiental del transporte».
En el caso de España, los transportistas se benefician de un nivel de impuestos de 302 euros por 1.000 litros de gasóleo, según los datos de Bruselas. De aquí a 2018 tendrán que pagar 412 euros, como el resto de conductores, lo que significa un aumento de 11 céntimos por litro.
Además, el anuncio ha provocado cierta alarma en la industria, que aseguró que se traducirá en una subida de precios y perjudicará la venta de automóviles diesel. Sin embargo, el Ejecutivo comunitario descarta que se vaya a provocar una caída de la demanda de coches diesel y pronostica por el contrario una estabilización, ya que estos vehículos consumen menos sobre todo para distancias largas.
Bruselas propone también aumentar el nivel mínimo de impuestos especiales para el gas licuado de petróleo (de 125 a 501 euros por cada mil litros) el keroseno (de 330 a 386 euros), y el gas natural (de 2,6 a 10,8 euros). No obstante, los Estados miembros podrán dejar exentos de esta subida a los combustibles utilizados para calefacción en los hogares.
La nueva norma prevé también excepciones para el sector agrícola si se toman medidas medioambientales y de eficiencia energética.
La nueva norma no se aplicará a los sectores ya cubiertos por el sistema comunitario de comercio de derechos de emisiones (ETS), que desde 2013 pagarán ya por sus emisiones, como el sector eléctrico, las plantas industriales o la aviación y el transporte marítimo.
Para llegar a estos nuevos umbrales mínimos, el Ejecutivo comunitario propone dividir el tipo mínimo de impuesto en dos partes. Una se basaría en las emisiones de CO2 y se fijaría en 20 euros por tonelada de CO2. La otra se basaría en el contenido energético y se fijaría en 9,6 euros por gigajulio para los combustibles de automoción y en 0,15 euros para los de calefacción.
Esta propuesta favorecerá las fuentes de energía renovables y estimulará el consumo de fuentes de energía que emitan menos CO2, según el Ejecutivo comunitario.
«Por el momento, las fuentes de energía más contaminantes son, paradójicamente, las que menos impuestos pagan. En cambio, los biocombustibles son algunas de las fuentes de energía por las que se pagan más impuestos pese al compromiso de la Unión Europea de incrementar el porcentaje de la energía procedentes de fuentes renovables en el transporte. La nueva propuesta subsanará esta contradicción«, afirmaron desde la Comisión.
Al tratarse de una cuestión de fiscalidad, esta propuesta debe ser aprobada por unanimidad de los Veintisiete Estados miembros. Sin embargo, la propusta tiene pocas posibilidades de salir adelante, al menos en su formato actual, después de la oposición frontal a la misma que ya han adelantado países como Alemania.
Bruselas, en cambio, insiste en que en la práctica el impacto no será drástico porque la mayoría de los países de la Unión Europea ya superan los umbrales mínimos para 2018. Los estados miembros que más acusarían el cambio son los del este de Europa.
