Alberto Lafuente, actual presidente de Correos, sustituirá a Maite Costa en la CNE a propuesta de Industria
Lafuente, que desempeñó el cargo de secretario general de Energía en la última etapa de los gobiernos de Felipe González, ocupará la presidencia del regulador energético en sustitución de María Teresa Costa, dentro del proceso de renovación que aborda el Gobierno para adaptar el organismo a la Ley de Economía Sostenible (LES).
Tras la propuesta del Gobierno, Lafuente deberá comparecer junto con Sebastián en el Congreso de los Diputados antes de que se apruebe el real decreto que concrete su nombramiento de forma oficial en Consejo de Ministros.
Según fuentes al tanto del proceso de designación, de las cinco plazas del consejo de la CNE pendientes de ocupar, el Gobierno sólo hará la propuesta correspondiente a Lafuente y dejará para la próxima semana la de los otros cuatro vocales.
Previsiblemente, habrá una comparecencia conjunta de los cinco nuevos miembros en la Comisión de Industria del Congreso durante la semana del 20 al 24 de junio.
Lafuente se convertirá con su nombramiento en el cuarto presidente de la CNE, tras Miguel Ángel Fernández Ordóñez, Pedro Meroño y María Teresa Costa, cuyo mandato cumplió el pasado 6 de junio.
El actual presidente de Correos y Telégrafos, nacido en Zaragoza en 1954, es doctor en Ciencias Económicas por la Universidad de Deusto y catedrático de Comercialización e Investigación de Mercados en la Universidad de Zaragoza.
Después de prestar sus servicios en el Departamento de Economía de la Empresa en la Universidad de Zaragoza, entre 1987 y 1989, fue subdirector general de Estudios y Promoción Industrial del Ministerio de Industria y Energía, y en 1992 colaboró en la puesta en marcha de la Universidad Carlos III de Madrid como vocal de la comisión gestora.
Posteriormente, en 1993 fue designado director general del Instituto de la Pequeña y Mediana Empresa Industrial, en el Ministerio de Industria y Energía, y más tarde desempeñó las funciones de secretario general de la Energía y Recursos Minerales en el mismo ministerio.
Desde enero de 2004 hasta mayo de 2005 fue delegado de Hacienda del Ayuntamiento de Zaragoza.
Entre 2005 y 2010 desempeñó el cargo de consejero-director general de Sistemas Técnicos de Loterías del Estado, sociedad de titularidad pública que gestiona las loterías y apuestas del Estado. Desde mayo de 2010, era presidente de la Sociedad Estatal de Correos y Telégrafos.
A lo largo de su trayectoria profesional, Lafuente fue miembro del consejo de administración del Banco de Crédito Industrial, de Enagas, del Instituto Nacional de Hidrocarburos, de la Compañía Logística de Hidrocarburos (CLH) y de Red Eléctrica de España.
Renovación de cargos en la CNE
El nombramiento de Lafuente se produce tras una primera tanda de renovaciones en la CNE, que a partir de ahora contará con 7 miembros (frente a los 9 actuales) con un mandato limitado de 6 años y sin posibilidad de renovación, y que supuso la entrada de los consejeros Idoia Zenarruzabeitia, a propuesta del PNV, y el profesor universitario Tomás Gómez, por el PSOE. Los candidatos sustituyeron a los que entraron en 2002 a propuesta el PP, cuyo mandato expiró hace dos años.
Al igual que en el caso de Costa, también vencieron en este mes los mandatos de los consejeros Jorge Fabra, Luis Albentosa, Jaime González -todos ellos propuestos por el PSOE- y Sebastiá Ruscalleda -por parte de CiU y ERC-.
María Teresa Costa, que ocupó el cargo desde 2005 cuando sustituyó a Pedro Meroño, afrontó en estos años importantes operaciones en la configuración del sector eléctrico español como las opas sobre la eléctrica Endesa, así como la liberalización del mercado, o las últimas reformas para atajar el déficit de tarifa propuestas desde Industria.
El Gobierno está intentado pactar los cambios con los partidos en busca del siguiente esquema: tres miembros a propuesta del PSOE, dos del PP, uno de CiU y otro del PNV. Las negociaciones aún continuarán para culminar la renovación del organismo.
Carlos Ocaña, nuevo director general de Funcas
Por su parte, Carlos Ocaña, secretario de Estado de Hacienda y Presupuestos, y nombre que sonaba desde un principio a ser el sucesor de Maite Costa en la CNE, ocupará la Dirección General de la Fundación de las Cajas de Ahorros (Funcas). Juan Manuel López Carbajo, actual director de la Agencia Tributaria, será su sustituto en el cargo.
Con el nombramiento de López Carbajo, Ocaña abandona el Ministerio de Economía y Hacienda, al que llegó en abril de 2004 como secretario general de Presupuestos y Gastos, de la mano del exministro de Economía, Pedro Solbes. En mayo de 2006, fue nombrado secretario de Estado de Hacienda y Presupuestos en sustitución de Miguel Ángel Fernández Ordóñez.
Tras dejar atrás su paso por la Administración, Ocaña sustituirá a Victorio Valle al frente de Funcas, según confirmaron fuentes de este organismo, que precisaron que muy probablemente no tomará posesión de su nueva ocupación hasta después del verano.
