Bruselas pide que los sistemas de ayudas a las energías renovables sean «flexibles» para responder ante la caída de los costes de producción
El Ejecutivo comunitario publicó las nuevas directrices sobre ayudas públicas en el ámbito de la energía y el medio ambiente, cuyo objetivo es que las subvenciones contribuyan a los objetivos de la Unión Europea en estas áreas «evitando a la vez derrochar el dinero de los contribuyentes y distorsiones de competencia», según explicó el vicepresidente y responsable de Competencia, Joaquín Almunia.
«Algunos sistemas tienden a proteger a las renovables de las señales de precios, lo que conduce a distorsiones del mercado. Los sistemas de apoyo a las energías renovables deben ser flexibles para responder a la caída de los precios de producción», reclamó Almunia.
«A medida que maduran, las energías renovables deben exponerse de forma gradual a los precios de mercado y el apoyo debe concentrarse en las tecnologías menos desarrolladas. Por esto propongo en estas directrices introducir progresivamente más instrumentos basados en el mercado como subastas, certificados y primas», apuntó el responsable de Competencia.
Como las primas a las renovables han encarecido el coste de la electricidad en numerosos Estados miembros, Bruselas autorizará ayudas para reducir la carga soportada por la industria de alto consumo energético con el objetivo de evitar deslocalizaciones. No obstante, las directrices prevén salvaguardas para limitar distorsiones de competencia y frenar una carrera de subvenciones entre los Estados miembros.
La Comisión permitirá también subvenciones para la construcción de infraestructuras energéticas transfronterizas y en las regiones menos desarrolladas. En cuanto a las ayudas para nuevas instalaciones de producción, sólo se autorizarán si se verifica que no hay alternativas, que no fomentan indebidamente la producción nacional y que no favorecen a una tecnología concreta.
