Los gobiernos deben regular e intervenir en todos los términos porque el bajo coste económico de los combustibles fósiles hace que «el mercado sea incapaz de llegar a un mix energético razonable en el momento actual».
Para Gavela, «no se puede resolver el problema energético de un día para otro», y consideró que no es posible alcanzar una sociedad exenta de carbono «de forma inmediata». El 81% de la energía primaria que se consume en el mundo procede de recursos fósiles, por lo que es «muy difícil» deshacerse de este tipo de fuentes.
El carbón y el petróleo «forman parte de nuestra genética» y están presentes en muchas actividades diarias y aunque son recursos muy económicos, tienen un impacto medioambiental «inadmisible», recalcacó el director de Energía del CIEMAT.
Gavela destacó que ningún tipo de energía «cumple con todos los requisitos» porque algunas de ellas son muy buenas desde el punto de vista medioambiental, pero son muy caras, y otras pueden ser baratas pero generar problemas en el entorno.
«Tiene que haber un debate y un pacto energético entre los principales actores sociales», afirmó, pero «sin duda alguna habrá una contribución cada vez mayor de las energías renovables» al mix energético.
En cuanto a las nuevas medidas tomadas por el Ministerio de Industria, el director de Energía del CIEMAT manifestó su deseo que el Gobierno «vuelva» a las fórmulas adecuadas para el desarrollo y la promoción de las renovables lo antes posible «porque sería bueno para el país».
Gavela participó en Madrid en el «Simposio sobre Eficiencia Energética y Empresas de Servicios Energéticos«, organizado por el Colegio y la Asociación de Ingenieros Industriales de Madrid, donde profesionales, empresas del sector e instituciones de referencia internacional como la Agencia Internacional de la Energía, la Comisión Europea y el Instituto para la Diversificación y Ahorro Energético (IDAE) abordarán los principales retos a los que se enfrenta la eficiencia energética.
