Los recortes aplicados en la fotovoltaica equivalen a 2.220 millones de euros, o al 48% de los 4.613 millones de contención aplicados en el sistema eléctrico, indicaron las asociaciones.

El sector, señalaron, sufrió un recorte medio del 26% de sus ingresos anuales, mientras que otras tecnologías como las del régimen ordinario, entre las que figuran el gas, la gran hidráulica y la nuclear, la reducción de ingresos apenas equivale al 3%.

Sebastián «muestra una evidente desconsideración hacia las consecuencias de las decisiones de su departamento, que provocaron, en el ámbito de la actual crisis socio-económica, que multitud de empresas e inversores particulares se enfrenten a situaciones dramáticas al ver recortados sus ingresos sustancialmente», afirmaron.

Además, advirtieron de que el sector fotovoltaico se encuentra inmerso en un «caos judicial» que pone «aún más en peligro la imagen de estabilidad regulatoria» de España y contribuye «de un modo relevante» al bloqueo de la Justicia, que está recibiendo cientos de miles de recursos.

Las asociaciones también lamentaron que el Gobierno tampoco escuche sus reivindicaciones acerca del real decreto 1565/2010, en el que se les obliga a realizar varios cambios técnicos en muy corto espacio de tiempo

Por otro lado, las cuatro principales asociaciones del sector fotovoltaico están trabajando en la creación de una federación que se convierta en la voz única del sector y permita trasladar con mejor visibilidad sus reivindicaciones al Gobierno y al resto de autoridades, según indicaron las propias asociaciones.

Por el momento, el lanzamiento de esta federación se encuentra en fase preparatoria y está previsto que, una vez constituida, se anuncie su creación en las próximas semanas. Entre los temas que siguen sobre la mesa figura la conveniencia de utilizar un presidente como cabeza visible.

En todo caso, la federación servirá para unificar el discurso del sector, mejorar el peso negociador de la fotovoltaica, fortalecer su papel de interlocución y resolver algunas cuestiones pendientes, entre ellas la falta de definición del real decreto sobre cambios técnicos para adaptar las instalaciones a los huecos de tensión. La norma apenas concede tres meses a las plantas para hacerlo.

Las cuatro asociaciones que planean su participación en la federación, y que seguirán funcionando en paralelo sin renunciar a su identidad, son la Asociación Empresarial Fotovoltaica (AEF), la Asociación de la Industria Fotovoltaica (ASIF), la sección fotovoltaica de la Asociación de Productores de Energías Renovables (APPA) y la Asociación Nacional de Productores de Energías Renovables (Anper).
